 Use "npm dist-tag add" instead of "yarn tag add" (#1693) 
* Use "npm dist-tag add" instead of "yarn tag add"

`yarn tag add` somehow throws an error for existing versions, but `npm dist-tag add` works correctly.

resolve #1692
