Henrique Moody	9bad066765	Apply contribution guidelines to "AbstractSearcher" ... Refactor `AbstractSearcher` class and its children. Also most of the unnecessary logic that was on `AbstractSearcher` was put back into `In` class. This commit also updates all "SubdivisionCode" rules.
