Update version of PHPStan packages
...
Some amazing features had to be ignored because it conflicts with out
coring standards. I hope to soon fix them so we can use PHPStan to its
fullest potential.

According to the official documentation [1] the correct way of writing
the "inheritDoc" tag is with the uppercase "D".

Replace CNH validation algorithm
...
The old algorithm not working with some CNH values, e.g 00641829409.
You can even do some checking on
