I'm creating a workaround here, which is not exactly happy with, but
adding "uopz" as a dependency to run the tests make it harder for
developers, including myself.
Although I love PHPT files, and I've done my fair share of making it
easier to write them in this library, they're very slow, and running
them has become a hindrance.
I've been fidgeting with the idea of using Pest for a while, and I think
it's the right tool for the job. I had to create a couple of functions
to make it easier to run those tests, and now they're working really
alright.
I migrated all the PHPT files into Pest files -- I automated most of the
work with a little script using "nikic/php-parser"; this commit should
contain all the previous PHPT tests as Pest tests.
The previous integration tests would take sixteen seconds, and the Pest
tests take less than a second.
This commit will also remove Travis and Scrutinizer and will configure
Codecov as a code coverage tool.
A few changes in the PHPUnit configuration already had to be made
before, but became more visible now. They're along with this commit.

There is no much benefit from having individual rules for each country's
subdivision, quite the opposite. It increases the amount of code and
makes it hard to change the implementation of these rules. Right now,
the only sane way to change those rules is with a customized script.
This commit will remove the Subdivision Code rules per country and
instead will put that information into JSON files.
We both wouldn't like to keep this in this library anymore, and we are
considering having another library to deal with this data [1], but since
it seems like it may take some time, looks better to do it temporarily
here.

Refactor `AbstractSearcher` class and its children. Also most of the
unnecessary logic that was on `AbstractSearcher` was put back into `In`
class.
This commit also updates all "SubdivisionCode" rules.
The script used to create the classes can be found on:
