Custom menu version: 3.11.2
Nextcloud version: 27.1.3
PHP version: 8.1.25
Web server (Nginx, Apache2): Apache
Web browser and version (Firefox 80, Google Chrome 74, etc): n/a

Steps to reproduce

When sharing a public link, menu button appears, but since no apps ara availible, it should not be visible.

When there are no apps, menu should not be visible.
