When you share a public link the menu is still visible, I think in that case it should be hidden, or have the possibility to hide it in the options screen.

Side menu version: 1.16.0
Nextcloud version: 19.0.3
PHP version: 7.3
Web server (Nginx, Apache2): Apache2
Web browser and version (Firefox 80, Google Chrome 74, etc): Edge

Steps to reproduce

Share a file via public link.
Copy de URL and paste it in a browser that you are not logged in

Observed Results

The menu is visible but empty

Expected Results

The menu is hidden. Maybe an option in administrator menu?
